MacOS (details below)

I had two Chrome windows:
1. one fullscreen
2. one not fullscreen (and hence in the default desktop)

Each window was signed as a different person (corp, personal)

I restarted Chrome (for update) from the not-fullscreen window's dot (aka gear) menu.


Both windows (including the smaller not-fullscreen window) appeared in the "fullscreen window" context with the not-fullscreen window appearing above the fullscreen window. This is wrong. I would expected the not-fullscreen window to reappear where it was.

The full-screen window could not be raised or made the target of events.
