roll clang again

Issue description

We want to pick up r288303 for  bug 641536 , r288221 / r288222 for  bug 667891 , r288096 for  bug 668212 .

This is blocked at least on a resolution for  bug 669642 , but probably more (haven't checked FYI in a while).

This is a tracking bug so we can use blockers to make sure we don't forget things before we roll.
 
Probably not blocking, but something regressed in win/lld land ( bug 668207 ), it might be good to figure out what's up there.

Looks like lld/linux is broken again, filed  bug 670397  for that.
Filed  bug 670404  for the CFI bots; those seem unrelated to clang.

Roll clang 287780:288545.

Ran `tools/clang/scripts/upload_revision.py 288545`.

This brings in a regression for linux lld ( bug 670397 ), but nobody uses that yet.
In return, it speeds up CFI blacklist processing, makes it possible to turn on blink
PCH use on Windows (would crash previously), and makes win/asan work in
component builds again.
