User login during account creation scrolls, hiding errors.

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8743.85.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.101 Safari/537.36
Platform: Pixel 2

Steps to reproduce the problem:
1. Add Account at Login screen
2. Use account that has a security key enabled.
3. Enter account name (ie: dongar37@gmail.com)
4. Enter password
5. View page with security key prompt (has scroll bar).
6. Use key not associated with account.
7. Observe that there is no error message or other feedback visible.
8. Scroll down, see error message.

What is the expected behavior?
There should be no scrolling during the login screens, and error messages and other feedback should be obviously visible.

What went wrong?
The prompt for the security key did not fit in the space provided, and the scrolling hid important feedback in a non-obvious way.

We should either use pages that fit in the space provided or increase the space provided for the login pages. There is plenty of unused space on the screen.
