MD Settings: Implement "Show input options in the shelf"

The "Show input options in the shelf" checkbox is missing in MD Settings.

The pref is: settings.language.ime_menu_activated

The checkbox appears to be missing from the MD mocks:

(It is at the bottom of the "Languages and input" dialog in the old settings).

Maybe just add a checkbox to the 'Input method' expanded section? Just below 'Manage input methods'?

->fukino@ - I would go ahead and implement this as a checkbox in a new list-item in the inputMethodsCollapse section of languages_page.html. We can easily move it later if UX wants it elsewhere.
