If Workspace is added from file:// makes DevTools and Chrome incredibly slow

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.59 Safari/537.36 Steps to reproduce the problem: 1. Open a HTML file from your local file system. IE: file:///C:/Users/Me/app/index.html 2. Open Dev tools and create a Workspace like: file:///C:/Users/Me/app/ 3. Chrome and DevTools grind to halt with everything being very laggy when DevTools is open. What is the expected behavior? Chrome and DevTools work normally. What went wrong? Chrome and Devtools become unusable. Did this work before? N/A Chrome version: 55.0.2883.59 Channel: beta OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 23.0 r0

Yesss, indeed, workspaces don't work properly if the page is served from file system. Thank you for the heads-up, we're working on resolving this issue!
