Regression: Unable to see 'Site settings' link on View site information bubble for Hindi language.

Issue description

Chrome Version: 57.0.2938.0 (Official Build) 3495268d34006ced6ab8d55d3d55edd0f3469613-refs/heads/master@{#435514} 32/64-bit.
OS: Windows(7,8,10).

What steps will reproduce the problem?
1. Launch chrome, change browser language to Hindi from chrome://md-settings/languages and go to above URL.
2. Click on lock icon in omnibox to open site info bubble and observe the text "Site settings" at bottom end.

Text "Site settings" (in Hindi) is seems to be chopped from bottom end and looks weird.
Text "Site settings" (in Hindi) should seen properly.

This is a regression, broken in M-56 series, below is manual regression range.

Good build: 56.0.2886.0
Bad build: 56.0.2888.0

Note: This issue is not seen on Mac and Linux OS.

It seems this is because the bubble is too large for it to fit on the screen (for the resolution on the repro computer).
There is a similar issue on Linux, and the planned fix for both is  Issue 657267  (which we should accelerate if this is an important issue).

Since there is a way to access site settings – even if it's not as direct – I'll dedup into  Issue 657267 .
