Regression: Unnecessary scrollbar is seen on overlay of www.philips.co.in

Chrome Version:57.0.2938.0 3495268d34006ced6ab8d55d3d55edd0f3469613-refs/heads/master@{#435514} 32/64 bit
OS : Windows (7,8,8.1,10), Linux(Ubuntu 14.04 LTS)

Test url:

What steps will reproduce the problem?
1. Launch chrome and navigate to above test url.
2. Observe the overlay.

Actual: Unnecessary scrollbar is seen on overlay.
Expected: Scrollbar should not be seen on overlay.

This is regression issue, broken in 'M57' and below is manual bisect info:
Good build:57.0.2931.0
Bad build:57.0.2933.0

Note: 1.Issue is not seen on other browser like firefox
      2. Issue is not seen on Mac OS.

Using the per-revision bisect providing the bisect results,
Good build:57.0.2931.0 (Revision :434310)
Bad build:57.0.2933.0 (Revision : 434540)

You are probably looking for a change made after 434398 (known good), but no later than 434399 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
