Regression : Unnecessarily page gets scrolled up after changing the default search engine in md-settings.

Issue descriptionChrome Version : 57.0.2938.0 3495268d34006ced6ab8d55d3d55edd0f3469613-refs/heads/master@{#435514} 32/64 bit OS : Mac(10.11.6, 10.12.1, 10.12), Windows (7,8,8.1,10), Linux(Ubuntu 14.04 LTS) What steps will reproduce the problem? 1. Launch chrome, navigate to chrome://md-settings, scroll down the page and click on ‘Manage search engines’. 2. Now click on back arrow button and from ‘Search engine’ section change the default search engine to “Yahoo! India”. 3. Observe the page. Actual : Unnecessarily page gets scrolled up after changing the default search engine. Expected : Page should not get scrolled up on changing the search engine. This is a regression issue broken in ‘M-56’, below is the Manual Regression range and will soon update other info. Good build : 56.0.2903.0 Bad build : 56.0.2905.0

Using the per-revision bisect providing the bisect results, Good build : 56.0.2903.0 Bad build : 56.0.2905.0 You are probably looking for a change made after 428416 (known good), but no later than 428417 (first known bad).
