What steps will reproduce the problem?
(1)Launch chrome open NTP ,right click and select 'inspect' option from context menu.
(2)Click on 'customize..' > shortcuts > Devices ,click on 'add custom device' button and enter data add it.
(3)Remove data and again click on 'add custom device' button, observe the blue highlight under device name field.

Actual: Blue highlight for device name field is not displayed properly.

Expected: Blue highlight for device name field should be properly visible.


This is a regression issue broken in 'M53' and below is the manual regression range
Good Build: 53.0.2777.0 
Bad Build:  53.0.2778.0 

Note: Issue is not seen on Mac OS X 10.11.6, 10.12.1, Windows and linux OS.
