Missing download pending state when offline

Chrome Version: Canary 57.0.2937.0, Dev 56.0.2924.10

What steps will reproduce the problem?
(1) Go to offline dino page
(2) Press "Download page later"
(3) View download notification
(4) Download notification shows "Downloading"

What is the expected result?
Download notification should show "Pending" state.

I believe this is a regression as it was working previously on Dev/Canary.

Hi Tal, I did see this initially as well for a few days and then it "regressed" (but I am not sure why we saw it in the first place).
I have recently landed a fix and Pete merged into M-56 yesterday ( bug 668231 )
so should trickle out. I want to capture a video of current state and send out because still a couple issues we should consider.
