Regression: Google Play Store (beta) settings is seen missing in Chrome://md-settings in all ARC++ devices

What steps will reproduce the problem?
(1) Sign in to user>> go to chrome://md-settings>> and observe for the Google Play Store (beta) settings

Expected: Google Play Store (beta) settings should be seen (Refer screenshot)
Actual: Instead Google Play Store (beta) settings is seen missing

This is a Regression issue as Google Play Store (beta) settings is enabled in Chrome://settings

Issue is not applicable to Linux, Windows and Mac

Issue is seen in latest beta M55: 55.0.2883.76/8872.65.0 Beta channel Cyan as well
