Support the 'z-index' property on SVG elements

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2937.0 Safari/537.36

Steps to reproduce the problem:
1. Open  http://jsbin.com/worayacepe/edit?html,output

What is the expected behavior?
If the z-index CSS style property is implemented, the red square should be on top.

What went wrong?

Chrome version: 57.0.2937.0  Channel: canary
