Chrome doesn't reopen tabs after shutdown and restart |

Issue description
Chrome Version : 54.0.2840.101
OS Version: 8743.85.0

Safari 5:

What steps will reproduce the problem?
1. Shutdown Chrome OS or lock and let it shut down
2. Startup Chrome OS
3. Chrome gives me the "restore" option button vs automatically restoring tabs even though I have the setting to restore where I left off when closing chrome
What is the expected result?
All the tabs I had open before I shut down are opened again.
What happens instead of that?
I have to click on the "restore" button each time chrome restarts.
Please provide any additional information below. Attach a screenshot if
possible.

let me know if you need more info, this continues to happen to me on my work chromebox. It doesn't seem to happen on another chromebox I have at home.

So it still happens on M55? Can you please file a feedback report right after it happens?

This was happen to me since 3-4 months ago. I exit chrome before restart and when I restart my PC. chrome just not start with the tabs I had opened
