We have telemetry benchmarks created for tracking projects. This bug is about tracking turning down all of them once the project is launched/unlaunched.

Few projects I know about that use telemetry benchmarks:
_ oilpan (launched)
_ ignition
_ Webview multiprocess
_ JPEG decoding using GPU rasterization
_ --enable-experimental-canvas-features?

Future benchmarks that are created for specific project must file a bug for turning down them & marked as a blocking bug of this.
