Update the truncating dots in Credit/Debit card strings from 3 dots to 4.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

What is the expected behavior?

What went wrong?
We've implemented a global change after Visa has updated their requirements to 4-dots.

Did this work before? N/A

Tested the issue on Latest Stable# 55.0.2883.87 and Latest Beta# 56.0.2924.28 on 
Windows, Mac and Linux and able to see only three dots after saving Credit Card.

Tested the same on Latest Dev# 57.0.2950.4 and Latest Canary# 57.0.2952.0 and was able to see 4 dots as mentioned in the issue.

Could some one please provide us an update regarding the issue so that it would help us in triaging further.
