Accessibility: Chrome crashes when downloading file

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. Check 'Ask where to save each file before downloading' in Chrome settings
2. Turn on JAWS
3. Perform a download action like downloading something from the web

What is the expected behavior?
The file should download and Chrome should be responsive

What went wrong?
Chrome become unresponsive

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 52.0.2743.116  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0

Tested in Chrome 52 and 43 and both exhibit the same behavior.  Works with NVDA, so appears to be issue with JAWS.

Status: Untriaged (was: Unconfirmed)
Tested on Windows 10 using chrome stable M54 #54.0.2840.99 and issue is reproduced.

Issue is seen from M31 #31.0.1600.0 and hence it is a non-regression issue .

Hence,Marking it as untriaged.

Tested on Mac and Linux OS on installing chromevox extensions using chrome stable 54.0.2840.98 & 54.0.2840.100 , Issue is not observed.

Dominic, could you please help get this issue routed/triaged? It is a Hotlist-Interop issue. It also seems from c#3 that this might not be an issue anymore.
We don't have enough people able to triage Windows accessibility bugs, we're working on fixing that by the end of the quarter.

Leaving it as untriaged for now because what we really want is to try to repro with the latest versions of everything before assigning to an engineer
