Loose the pointer whil in Chrome since installing Windows 10

Reported by mmmitche...@gmail.com, Nov 30 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.79 Safari/537.36 Edge/14.14393

Steps to reproduce the problem:
UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/46.0.2490.80 Safari/537.36

Chrome version: 46.0.2490.80 Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 19.0 r0

No clue how to resolve this. Can you email suggestions to mmmitchell8@aol.com Because I have no clue how to get back here to find the solution as I can't use the pointer/cursor. Really irritating!!!!

What is the expected behavior?
When I roll my finger over the cursor pad, i expect to find where the cursor/pointer is... but, it just isn't to be found. I am using Windows 10. Don't have the same issue when I use Firefox browser so, I know it's not my machine (HO ENVY) brand new bought it in Sept. With Windows 10 loaded on it.

What went wrong?
The only thing that displays the cursor is when I use the touch screen on a enter-able field on the screen.
But sometimes I want to use the pointer and double/single click. Unfortunately, when I roll my finger over the pad I can't seem to find where the pointer/cursor is. Very irritating. So, I've pretty much stopped using CHROME :--(

Did this work before? N/A

Chrome version: 51.0.2704.79 Channel: n/a
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

Has not been resolved for over a year so had to log it as a new bug. No longer use Chrome due to this issue. Use Firefox or EDGE now as my internet browser. Would like another option.

Cleaning up "Needs-Review" label as we are not using this label for triage anymore. Ref bug for this cleanup 684919
