Chrome throws ERR_CACHE_READ_FAILURE error when js files loaded

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.99 Safari/537.36

Steps to reproduce the problem:
1. When I open Our portal and have some refreshing on the pages 
2. open Developer tool F12
3. on the network tab you can see the errors when chrome trying to load some js files (see attached file)

What is the expected behavior?
All js Files cached and loaded successfully from the cache again 

What went wrong?
Chrome cant reload our js files from the cache 

Did this work before? N/A 

Chrome version: 54.0.2840.99 m (64-bit)  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

1- I clear the cache but the issue still happen
2- I cant disable the cache because this will add a lot of load on our application
