[Speedy] white lines on screen displayed when resuming the device

Issue description

ChromeOS: 9000.11.0, 56.0.2924.11

What steps will reproduce the problem?
(1) Sign in 
(2) Suspend ( close lid or "powerd_dbus_suspend") 
(3) Resume ( open lid or press any key ) 

What is the expected result? 
No garbage thrown on the screen 

What happens instead?
Garbage with white lines on screen 

Always 
Not reproducible on minnie/jerry

there are no white lines/garbage in this video

I can see it for part of a second at resume time, and before UI takes place.

Helen, can you confirm this is short term effect at resume time?
Also, can you check with one more speedy device?
Yes. It's shown for less a second at resume time. It's not obvious in the video, but very obvious when seeing it. 

Tested 2nd speedy, it has garbage briefly too. 2nd speedy showed horizontal garbage while 1st one vertical.

I think that this is a dupe of  issue 612662 . There's a patch there but someone needs to verify that it fixes the issue and apply it.
