virtual/threaded/animations/zoom-responsive-transform-animation.html is flaky on Win7 and Win10

Issue description

This test has been mostly timing out (but occasionally failing as well) on Win7 and Win10 builders.

Marking as flaky in TestExpectations

I'm quite concerned that timeouts are happening on release builds, that's probably something worth investigating where the time is going.

The earliest build regression range that flaked I see in flakiness dashboard is (Windows 7):

This is likely a GPU/scheduling/compositing related issue given that only the virtual/threaded version of the test is failing.
