Plug in USB camera when system is in suspend state, camera is unusable after system resume

Can reproduce on R55_8872.44.0 Terra and R57 Speedy

What steps will reproduce the problem?
1.Put system to s3.
2.Plug the USB camera and resume the system.
3.Open camera AP,the image is not clear and flickering.

What is the expected result?

What happens instead?
The function of camera is abnormal, as the attachment.
The function is OK after closing the AP and opening again.

More information:

1. s0 insert USB camera -> s3 -> open camera app => can't reproduce
2. when the issue happened, restart camera app or enter s3 again => recover this issue
3. used other CAMERA apps to clarify.
   Webcam => can't reproduce
   Webcam Toy => 100% reproduce
4. Can reproduce on multiple platforms (x86 and ARM)

What external webcam is being used?

I am not able to confirm this issue with veyron_speedy M55-8872.70.0 (current prod stable) and Logitech HD 920 external camera.
Tested with Camera app and Webcam Toy (web page).
