Touch event detection returns true on non-touch devices in major libraries like modernizr

Issue description

Other browsers tested: 
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:
    Firefox: 5.0.1 OK
         IE: 
     Chrome: 54.0.2840.99 m OK
     Chrome: 57.0.2937.0 canary (64-bit) FAIL

What steps will reproduce the problem?
(1) Visit for example http://modernizr.github.io/Modernizr/test/
(2) Search for touchevents


What is the expected result?
Should say 'false' for non-touch devices.

What happens instead?
Detects non-touch devices as touch devices.

Please provide any additional information below. Attach a screenshot if
possible.

It's well-known that touchevent detection is not a real feature, but a lot of websites still use it. 

 
Chrome version: 57.0.2938.0 (64-bit) (<copy from..> went wrong)
