Regression:Blank page is displayed after switching between tabs.

Issue description

Chrome Version : 57.0.2936.0 Revision 325a49517707810d1abdfb0040e19b7abb5addbe-refs/heads/master@{#434845} 32/64 bit
OS:Windows (7,8,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to any 2 webpage for e.g. https://chrome.google.com/webstore/
(2)Press F12 to open devtools(dock down),click on 'timeline section' and set custom rate (456) under cpu throttling section
(3)Switch to previous tab and again navigate back observe.

Actual: Blank page is displayed after switching between tabs.

Expected: Blank page should not be displayed after switching between tabs.

This is a regression issue broken in 'M55' and below is manual regression range:
Good Build: 55.0.2883.0 
Bad Build: 55.0.2883.11 

Note: Issue not seen on Mac & Linux OS.

Looks legit to me. The page CPU is heavily throttled (456 times), so it takes time to repaint. It repaints on my MBP after several seconds.

Does it repaint for you after a while or remains blank forever, let's say for a minute?
What happens under other rates, e.g. 100x, 10x ?

With response to comment #2 
Rechecked again and below are the findings
1.With custom rate 456 it remains blank forever
2.With other rates like 100x & 10x, it works fine.

I still think it just takes too long to repaint the page. There's nothing magical in 456 constant. If under normal conditions it takes 1 sec to repaint the page then with the factor of 456 it should take approx 456 seconds.

Anyway we limited the slowdown factors to 20x in Canary. As for M55, M56 we can suggest people do not use extreme factors. Closing it as WAI.
