Regression : Camera is still seen enabled even on closing 'Change Picture' overlay |

Issue descriptionVersion: 57.0.2933.0/9035.0.0 dev-channel Kip,Paine and Blaze OS: Chrome What steps will reproduce the problem? (1)Sign into User -> Go to chrome://md-settings -> Now click on profile Icon under 'People' (2)In 'chrome://md-settings/changePicture' click on 'Take photo'(Observe Camera is enabled i.e. Capture icon(Red Dot) at 'Settings' tab is seen)-> Now click on back arrow to navigate to chrome://md-settings page i.e. closing 'Change Picture' overlay (3)Now observe Camera is still seen enabled (Please refer Video) Expected: Camera should get disabled on closing Change Picture overlay Actual:Instead Camera is seen enabled This is Regression Issue as same is working fine in chrome://settings page i.e. Camera is disabled.
