OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome, open 'DevTools' and press 'Esc' key to open console drawer window.
2. Type alphabet 'w' in console window to open suggestion list(by default first element is selected).
3. Now, press 'Enter' key from keyboard and observe.

First element is not appear in console window and unnecessary command is executed for alphabet 'w'.
First element should appear in console window.

This is a regression issue, broken in M-50 series, below is manual regression range.

Good build: 50.0.2627.0
Bad build: 50.0.2630.0
