Issue descriptionChrome Version: 57.0.2933.0 Chrome OS Version: 9034.0.0 dev-channel link test Chrome OS Platform: link Steps To Reproduce: (1) Open chrome://settings on the web browser. (2) Confirm that the thumb of the vertical scrollbar (overlay) appears. (3) Wait until the scrollbar fades out and disappear completely. (4) Hover the mouse cursor where the scrollbar was. Expected Result: According to the description of https://codereview.chromium.org/2496643002 : > b) The scrollbar also appears on mouse hover. Intended behavior would be that the scrollbar appear again after step 4. Actual Result: The scrollbar doesn't appear by mouse hover. (It does appear by scrolling the view by mouse wheels or any other intended triggers.) How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?) Always.

I'm going to reopen this for the horizontal scrollbar case. I argue that horizontal scrollbars should appear on hover because my mouse has no way of horizontally scrolling.

This is a UI decision and not a web-platform one.

We are changing the behavior for all scrollbars to show on mouse wheel event regardless of scroll event. @Tom, I don't think there's a bug tracking this yet, at least i don't see it in the burndown.
