Regression: Hover effect is not seen on 'www.espn.in'

Chrome Version: 57.0.2936.0 Revision 325a49517707810d1abdfb0040e19b7abb5addbe-refs/heads/master@{#434845} 
OS: Windows(7,8,10)

What steps will reproduce the problem?
(1) Launch chrome, navigate to http://www.espn.in
(2) Hover on Top Events drop down and observe

Actual: Top Events drop down doesnot get opened after hovering on it.

Expected: Top Events drop down should get open after hovering on it.

This is regression issue, broken in 'M-57', will soon update the other info:

Good Build: 57.0.2931.0

Using the per-revision bisect providing the bisect results,
Good build:57.0.2931.0 (Revision :434310)
Bad build:57.0.2933.0 (Revision :434540)

You are probably looking for a change made after 434398 (known good), but no later than 434399 (first known bad).

I suspected this is same as  Issue 669386  but looks like enabling/disabling touch events doesn't fix this problem.
