Record user metrics when dragging and dropping bookmark(s) on toolbar

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.98 Safari/537.36 Steps to reproduce the problem: Currently user can drag bookmark(s) and drop them on tab strip or toolbar (omnibox). The code for opening bookmark(s) are almost identical in tab_strip_controller and toolbar_controller with a noticeable inconsistent behavior: TabStrip controller records the user action in the openURL method with a UserMetricAction(Tab_DropURLBetweenTabs) while Toolbar controller does not record any action in the same scenario. What is the expected behavior? Both controllers should record the user action either by "Tab_DropURLBetweenTabs" constant or even more accurate one. What went wrong? Toolbar controller lacks recording the action for drag/drop bookmark(s). Did this work before?
