Touching on samus seems to cause lots of scrolling as if wobbling

Issue description

Chrome Version: : 57.0.2933.0 
Chrome OS Version:  9028.0.0 
Chrome OS Platform: samus
Network info: 

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) open play store, do something for a while
(2) tap on play store (or Chrome OS launcher)


Expected Result:
Tapping and swiping will scroll with the amount that is tapped or scrolled


Actual Result:
continuous fluctuation


How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

Does not seem to always happen but I can reproduce it more often than not.

it?

Use the trackpad/mouse.

I haven't seen this happen on ToT canary for a while on samus-cheets.

hmm I see this often on my samus-cheets recently.
