Enterprise setting to always allow notifications isn't user friendly

Issue description

If an enterprise policy administrator sets notifications to be "always allowed", users can't disable them, which means potentially a lot of spam! We should either prevent administrators from doing this, or give users a way to override the allowed setting.
 
This would also be useful for other permissions.

Right now, all Googlers have Flash enabled for a certain whitelist of domains: b/28124167
The only option is to allow the entire whitelist, or block all Flash.

This is issue 106682, deduping there. A similar one also exists for extensions - issue 657565.

It's not super complex to do this, and there was already work on it, but apparently there is not much demand nowadays. Let's try to argue in that bug.
