CompositedTouchHandleDrawable should react to DIP scale changes

CompositedTouchHandleDrawable is a part of text selection mechanism.

It stores DIP scale and thus should react to the DIP scale changes:

It is currently not used for android_webview though, we need to determine the priority and whether it blocks  issue 620929 .

It is querying DIP from view now (https://chromium-review.googlesource.com/c/chromium/src/+/1099045), this is obsoleted I believe.
