[MD] Cannot set proxy for network using chrome://md-settings/internet page.

Issue description

Chrome Version: <From about:version: Google Chrome 57.0.2933.0>
Chrome OS Version: <From about:version: Platform 9029.0.0>
Chrome OS Platform: <Samus>
Network info: <WiFi>

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) Go to  chrome://md-settings/internet page and try to set a proxy for a protected network. 

Expected Result:
We should be able to set proxy as regular chrome://settings page allows us to set proxy for the network.

Actual Result:
Cannot set proxy. Option is grayed out.

reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?

log if possible.
