Update DIP scale in overscroll_controller_android

The stored value of DIP scale in overscroll_controller_android.h
https://cs.chromium.org/chromium/src/content/browser/android/overscroll_controller_android.h?rcl=0&l=74
should be updated as the DIP scale changes or eliminated completely.

The OverscrollControllerAndroid is not used for WebView, it is only used when browser compositor is present:

WebView uses OverScrollGlow.java for the overscroll effects and currently it does not depend on DIP scale.

I don't think Chrome needs to worry about DIP scale changes.  Only WebView, which as per #1 uses OverScrollGlow.java and isn't affected.
