Provide a fake Cronet Engine to facilitate testing |

Issue descriptionMocking Cronet Engine can be quite tricky since it is difficult to replicate Cronet internal behavior such as internal states of CronetBidirectionalStream & CronetUrlRequest. In order to help embedders to test their apps with Cronet, a fake Cronet Engine should be provided, which behavior can be easily tweaked, e.g. to simulate different error conditions.
