Compositing artifacts on Android while scrolling WebGL page

Project Member Reported by kainino@chromium.org, Nov 29 2016

Issue description

Version: Canary 57.0.2936.0
OS: Android 6.0.1 on 5X

What steps will reproduce the problem?
(1) Open http://get.webgl.org
(2) Switch to "request desktop site" (this is necessary only to make the page scrollable)
(3) Scroll around the page such that the omnibox slides on and off the screen

What is the expected result?
No artifacts.

What happens instead?
Bits of the omnibox show up all over the page being composited.

I attached a screenshot of a frame of a video I took of the bug. Couldn't get a proper screenshot. I don't think it's actually transparent like it looks in this image - I think that's just 2 frames blended together by the camera.

I have seen the same artifacts on my Nexus 5X, looks like

Versions: both 56.0.2924.87 (32-bit), 59.0.3050.4 (32-bit)
OS: Android 7.1.2 on Nexus 5X

Steps:
1. Open http://www.sueddeutsche.de/leben/momentaufnahmen-im-maerz-bilder-des-tages-1.3401188 (stage 0.png)
2. Flick images to the left, after 15 or so artifacts start to appear (stage 1.png), up to the point where nothing gets rendered anymore (stage 2.png).
