Restricted mode for You Tube does not work for one user in OU

Version of Google Chrome (Wrench-> About Google Chrome): 54
Using group policy settings? No

For one user the policy for Youtube restriction does not seem to be applied.
All other users in the OU get the policy correctly. The policy is in the policy list and it is listed as active, but when they go to Youtube the restriction is seen as off.
User is logged on chromeOS and in Chrome browser.

Both 

Current user Mandatory Cloud ForceGoogleSaf… true OK
Current user Mandatory Cloud ForceYouTubeS… true OK

Steps to reproduce: 
Log in to chromebook 
Open youtube in browser 
Scroll to bottom 
See that Restricted Mode is set to OFF. It should be ON.

Tried in Peppy.Not able to repro in latest M57.

M	ChromeOS	Chrome	ARC	Type	Channel
57	9147.0.0	57.0.2969.0	3605082	release	dev

Note:One can try to reload policy again and open browser to check if it isn't working as per policy set.
