No building icon for managed networks under chrome://md-settings/internet page

Issue description

Chrome Version: <From about:version: Google Chrome 57.0.2933.0>
Chrome OS Version: <From about:version: Platform 9029.0.0>
Chrome OS Platform: <Samus>
Network info: <>

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) Login to a enterprise managed user
(2) Go to chrome://md-settings/internet page


Expected Result: Networks fetched using policies should have building icon next to them indicating they are managed networks. 

Actual Result: No building icon

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
Always.

What is the impact to the user, and is there a workaround? If so, what is
it?
Difficulty in finding if the network is managed or not.

Please provide any additional information below. Attach a screen shot or
log if possible.
