We should disable touch interaction with overlay scrollbars.

Chao, ptal. After discussing this with the PMs, we decided it doesn't really make sense to allow touch interaction with the overlay scrollbars. This should be an easy fix.

This should be WontFix, we decided that we do want touch to work on the scrollbars after all.
