Pages Keep Loading from Cache, Instead of Checking For Updates

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.99 Safari/537.36 Example URL: ncchildtreatmentprogram.org Steps to reproduce the problem: 1. Create a webpage with CSS and PHP or go to the url above 2. Load is as a local page (I use XAMPP) or go to the url above 3. Make changes to the CSS. 4. Refresh the page (it keeps loading the old version) What is the expected behavior? This shouldn't be happening as often as it does and it's inconsistent. What went wrong? There are times when it happens and times when it doesn't. When it doesn't, I have to clear the cache, but this never happens on Firefox or IE. Those browsers always seem to check for any changes before loading the page. This isn't a new problem, as I've found this reported on Google Forums in several places and it's at least a 6 year-old issue. I tried to find a report on it here, but I can't and don't have time to sift through thousands of reports to figure out where it's been reported. I tried, but couldn't find anything of worth. Does it occur on multiple sites: Yes Is it a problem with a plugin? N/A Did this work before? N/A Does this work in other browsers? I see no-store on the top-level page (by the way, all the rest are redundant with a no-store), which should prevent it from being cached. Although other resources are marked as cacheable. Could you attach a net-internals log of it happening? https://dev.chromium.org/for-testers/providing-network-details
