Regression: Omnibox text overlaps the Security icon hover background.

Version: Snapshot #434983 - Chromium 57.0.2937.0 (64-bit)
OS: Mac OS 10.11.6

What steps will reproduce the problem?
(1) Hover over the Security icon in the Omnibox, so that the hover button background appears.


What is the expected result? What happens instead?
The Omnibox text overlaps the Security icon hover background.

Please use labels and text to provide additional information.
Screenshots are attached.

This is a regression of https://codereview.chromium.org/2520003007.

Adding M-56 label, because https://codereview.chromium.org/2520003007 will be also merged to M-56.
