This bug is not blocking users anymore since https://bugs.chromium.org/p/chromium/issues/detail?id=683986 is already fixed.

Comment 11 by ew...@chromium.org, Jan 23 2017

Sounds like an interaction with removing the current profile from settings while a Guest mode profile is opened, and failing to automatically create another profile.
Jerome, did Issue 683986 fix this issue? Or is this a separate issue? I'm not sure I understand how they're related.

Both me and Jerome cannot reproduce this bug on Windows and macOS: a new profile is created as expected when the last non-guest profile is deleted.

I think that Anthony's CL has fixed this bug. Marking it as fixed accordingly.
