Regression : Unwanted horizontal scroll bar is seen in chrome://md-settings/languages.

OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/languages and open drop down list
2. Now resize the browser from RHS to LHS till iron icon is seen and click on iron icon and observe at the bottom of the page.(Kindly refer screen cast)

Actual: Unwanted horizontal scroll bar is seen at the bottom of page and is not working
Expected: Unwanted horizontal scroll bar should not be seen at the bottom of page

This is regression issue, broken in ‘M 56’ and will soon update other info :
Good build:56.0.2891.0

Using the per-revision bisect providing the bisect results,
Good build: 56.0.2891.0 (Revision: 425529).
Bad build: 56.0.2894.0 (Revision: 425838).

You are probably looking for a change made after 425533 (known good), but no later than 425534 (first known bad).
