Regression : ChromeVox (Spoken Feedback) is not correctly reading Language & Input options of Uber Tray.

Issue description

Version: 56.0.2924.8/9000.9.0 dev channel Daisy,Candy,Cyan.
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build via USB/Sign-in to chrome>>Open Uber tray>>Enable Chrome Vox (Spoken Feedback) option in Accessibility 
(2)Go to Input methods section of uber tray
(3)Now select any options(for example:US International keyboard) using tab key and Observe.

Expected: Chrome Vox should read entire option .i.e, It should read as 'US International keyboard Checkbox not checked'
Actual: Instead it reads as 'Button'. 

This is regression issue as it is working fine in 54.0.2840.101/8743.85.0 stable channel butterfly.

Issue is also reproducible on latest dev 56.0.2924.9/9000.10.0 Daisy,Candy,Cyan,Quawks.

Already fixed on ToT, verified in M-57 canary, and merged back to M-56.
