Issue descriptionVersion: 56.0.2924.10 862b939098701b391a07aa9f915d3c72e8c5814f-refs/branch-heads/2924@{#148} (64-bit) OS: Windows(7,8,8.1,10) What steps will reproduce the problem? (1) Launch chrome, navigate to chrome://md-settings/searchEngines (2) Open dev tools window, click on Toggle device mode icon (3) Move mouse pointer right to left on page and observe. Actual: Delay is observed while moving mouse pointer right to left. Expected: Delay should not observe. This is a regression issue, broken in 'M-56', will soon update the other info: Good Build:56.0.2919.0 Bad Build: 56.0.2920.0 Note: Issue is not seen on Mac and Linux OS>

I doubt this page uses SMIL/SVG animations, which r431862 is about. Nothing else in the narrow range looks particularly related/relevant either - maybe the issue is flaky, does redoing the bisect yield the same result?

Unable to reproduce this issue on Win-10 using latest canary #57.0.2969.0 and the reported bad build i.e 56.0.2920.0. rkote@ - Could you please check this issue on the latest canary #57.0.2969.0 and update the same. Thanks...!!
