Filter text input cuts off user's filter string

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.99 Safari/537.36 Steps to reproduce the problem: 1. Open Network panel 2. Type anything in the filter input 3. Select some symbols in there 4. Click on the panel on free space (it triggers blur event) 5. Check filter's string. It's cut off. Selected symbols are deleted. What is the expected behavior? User's filter string shouldn't be corrupted. What went wrong? The code logic mistakenly assumes that user's selected text is suggestion provided by DevTools. And the blur event makes the suggestion to be removed. It's ok for suggestions but not for user filter data. Did this work before?
