The system‘s file-select-popup appear too slowly, when the accept attribute of the input is "application/zip" or ".rar"

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.99 Safari/537.36 Steps to reproduce the problem: 1. A simple html has a input element. you can create a input which type is file, and it has attribute accept. 2. The accept is set to "application/zip" or ".rar". Click the page's button. 3. Wait 10 seconds then the file-select-popup appeared. What is the expected behavior? The file-select-popup appears less than 2 seconds. What went wrong? The file-select-popup appears 10 seconds. Did this work before? N/A Chrome version: 54.0.2840.99 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 23.0 r0 Safari: OK Firefox:OK IE9-11:OK Chrome:SLOW(10s)
