The system‘s file-select-popup appear too slowly, when the accept attribute of the input is "application/zip" or ".rar"

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.99 Safari/537.36

Steps to reproduce the problem:
1. A simple html has a input element. you can create a input which type is file, and it has attribute accept.
2. The accept is set to "application/zip" or ".rar". Click the page's button.
3. Wait 10 seconds then the file-select-popup appeared.

What is the expected behavior?
The file-select-popup appears less than 2 seconds.

What went wrong?
The file-select-popup appears 10 seconds.

Chrome version: 54.0.2840.99  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0

Tested http://jsbin.com/kojokav on Chrome 54.0.2840.99 Windows (Surface Pro) and seems fine (dialog appears in under one second).

Perhaps this depends on the files you have available in the folder that appears?  If you select a file in a different directory and try again, does it still reproduce?

I tried a different directory, and dialog appears will be greater than 6 seconds

The format of this example is image! I tried another format image format, you can quickly pop up!
But I did not find. Zip format how to write a quick pop-up dialog box! Please inform! This is whether it is the Chrome kernel bug?
