WebGL not working (Intel 5550 and AMD M260) / GPU process was unable to boot

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.99 Safari/537.36

Example URL:
http://webglreport.com/

Steps to reproduce the problem:
1. Have a Toshiba Satellite S50-B  
2. Try using webgl http://webglreport.com/ or any other webgl website
or 
chrome://gpu - GPU process was unable to boot

What is the expected behavior?
WebGL to work. It works in firefox.

What went wrong?
WebGL doesn't work or maybe anything GPU related, see chrome://gpu attached

Did this work before? N/A 

Is it a problem with Flash or HTML5? HTML5

Does this work in other browsers? Yes

Chrome version: 54.0.2840.99  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

I have tried various gpu switching setting without any luck.

ok with --ignore-gpu-blacklist on official and canary. make WebGL work however I think only on the Intel 5500.

From the other bug: this is:
Toshiba Satellite S50-B i7 5500U with Intel 5500 graphics with AMD R7 M260 dGPU

Victor, should we try to find one of these to test on it?
If you need me to test anything on let me know and I will try it
Adding further info, able to reproduce same issue
Chrome 55.0.2883.87 m (64-bit)
Dell Inspiron 15 5567 with Intel HD 620 + AMD RM M445 gpu running AMD 21.19.128.4 driver

Can confirm ignoring blacklisted gpus enables webgl over http://webglreport.com/ and others too, but limited to Intel HD card :-/

I was able to reproduce this on a laptop as described above, Dell Inspiron 15 5567 with Intel HD 620 + AMD RM M445.

We are black-listing all GPU features due to a mis-match between what we black-list on initial start-up and the full black-list in the GPU service.

zmo@ is going to add more diagnostics.
