Regression:Glimpse of plugin block overlay is seen while loading the video.

Issue description

Chrome Version:56.0.2924.10 862b939098701b391a07aa9f915d3c72e8c5814f-refs/branch-heads/2924@{#148}
OS: Mac (10.12.1,10.11.6)

What steps will reproduce the problem?
1. Launch chrome and navigate to http://www.telegraph.co.uk/technology/2016/11/28/louisa-may-alcott-famous-book-little-women/
2. Scroll down the page and then click on 'Play' button of video, Observe.

Actual:Glimpse of plugin block overlay is seen while loading the video.
Expected: No such glimpse of plugin block overlay should be seen while loading the video.

This is a regression issue broken in 'M53' and will soon update the bisect info

Manual regression range:
Good build:53.0.2746.0
Bad build:53.0.2747.0

Note: Issue is not seen on Windows and Linux OS.

My change had no functional effect.

If this is plugins, it should be triaged by a plugin owner.

I think it is not related to the Blink video.
By logging in the developer console, I did see a Flash plugin was created in a glimpse and was removed afterwards.

I was able to reproduce this in M54, but it didn't reproduce in 57.0.2937.0.

I suspect that this may have been fixed. I also see lots of flickers of plugins coming and going on that page, so it may have just been a coincidence that it appeared.
