Regression : Content is seen chopped in drop down when zoomed out to 25%

Issue description

Version: 56.0.2924.9.dev
OS: Ubuntu 14.04,Windows

URL:https://book.goindigo.in/Flight/Select

(1)Launch chrome and load the above URL.
(2)Enter the from and to fields and click on the search button.
(3)Zoom out to 25% and click on the currency drop down and observe.(Please refer the video)

Expected:Should be able to see the text fully in the drop down.
Actual:Unable to see the text in the drop down

This is a Regression issue as same is seen from M-49 series.

Able to reproduce the issue on Ubuntu 14.04 using chrome latest Dev #56.0.2924.9. Issue is not observed on Mac OS 10.12.

Still able to reproduce the issue on Ubuntu 14.04 using latest chrome version 57.0.2978.0.

Could some one from dev team please look into this issue.
