Regression: Unwanted horizontal lines are seen below the link in device mode for history page.

OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)
Pre-condition: Generate history ny navigating different web pages.

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://history page
(2) Open dev tools on it, and click on Toggle device mode icon and observe history page.

Actual: Unwanted horizontal lines are seen below the link on history page.

Expected: No such lines should seen on history page.

This is a regression issue, broken in 'M-55', will soon update the other info:

Using the per-revision bisect providing the bisect results,
Good build: 55.0.2851.0 (Revision: 416559).
Bad build: 55.0.2853.0 (Revision: 416812).

You are probably looking for a change made after 416806 (known good), but no later than 416807 (first known bad).
